Maybe Our Lady appeared to Mr. Celdran through apparition? Perhaps inner locution? No? He just received the keys of the papacy from her and has made his first solemn definition making Guadalupe Patron image of Reproductive Health. Well, I truly agree with Mr. Celdran that Our Lady of Guadalupe is the Patroness of Reproductive Health, why? Because she is always pregnant, in all her "photo shoots"!:P
