COSSACKS OVER CHASUBLE!
GIRM 119. In the sacristy, the sacred vestments (cf. nos. 337-341) for the priest, thedeacon, and other ministers are to be prepared according to the variousforms of celebration:a. for the priest: the alb, the stole, and the chasuble;

It looks like they're wearing only their cassocks underneath the chasuble. If that were the case, that means they lack the alb and stole, and, as necessary, the amice.
They should be using their mitres.
Fascia should not be worn.
The bishops wore only the Cassock, Stole and Chasuble. They omitted the alb. (Naka fascia pa yung isang bishop)
They are wearing the chasuble directly over the cassock. They should have worn an alb over the cassock.
The bishops are not wearing an alb under their chasubles.
